With international humanitarian pressures abound, this story focuses on the struggle between Canada and the U.S. as each tries to protect their people from severe water shortages.  All the facts are based on United Nations predictions for the next 20 years. It’s scary (not the film as much as the truth).  I’m sure you are seeing the shift in the industry where more and more films are dealing with real issues that are going to impact real people. FTAA (Free Trade Agreement of the Americas) support is weakening in both South America and Canada.  In Canada, lakes and rivers are depleting rapidly.  The South American people are objecting to not having control over one of the world’s largest aquifer – Guarani. The U.S. is struggling to supply desperately needed water to its population. Canada’s economy and population has grown immensely in the last 50 years but is still no match to the U.S. might. China pleads to the West to open its borders to more immigration to help alleviate the suffering of its people. Terrorist activities and spies in many countries are being funded and supported by competing sovereign interests.  Terrorists bomb Aquafer Water pumping installations both in South America and Canada. Canadian Native American terrorist, Louis, antagonistic to corporate control of natural resources, sabotages the Water Pumping stations sending water to the U.S.  But he’s not working alone. Frank Hansen, son of Donald (the Water Titan) and founder of Aquafer, is immigration minister for Canada. Maggie Hansen, wife of Frank and a Chinese national, desperately wants to push the Canadian government to change its immigration policy to allow more Asians access to enter Canada. Maggie cannot accept Frank’s resistance and knows that Frank’s father, Donald, and his interests in his ‘Water Empire’, is affecting his judgment.  Their relationship strains. The U.S. administration presses Canada and Canadian authorities to stop the sabotages affecting the flow of fresh water from Canada to the U.S. Canada however is exhausting its water supply by maintaining the current FTAA policies. Canada is also under pressure to alleviate the growing number of immigration backlog of 1.5 million people from Asia alone. The U.S. closes its borders Louis, the resurrected terrorist, sets up Maggie to join his cause and destabilize the government’s support for the FTAA. Riel, Louis’ brother, working for CSIS, finds out what Louis is up to. The U.S. military support behind Aquafer is no longer certain it can easily secure its installations in foreign countries and demands assurances from Donald Hansen to strengthen Canada’s FTAA commitment. Russia wants to step in and ‘help’ Canada’s predicament. If Canada withdraws from its FTAA obligations they will need Russia’s support to defend its sovereignty. Who is keeping Louis alive? If Canada withdraws from FTAA and does not continue to send its ‘Blue Gold’ to the U.S., and with the uncertainty of maintaining control over the Guarani Aquifer in South America, how will the U.S. meet its need for this precious resource? Too late!  Frank’s political position costs him his wife.  Will it cost him his country?
